The "Siemon individual valuation tables for HOAI 2009", which have now been compiled and published by "Wirtschaftsdienst Ingenieure & Architekten", promise significant relief for many fee calculation cases for architects and engineers. The increased use of individual valuation tables in the day-to-day business of the planning professions is not only due to the new Section 8 (2) HOAI 2009 (keyword "Commissioning of pro rata services"), but also to a wide variety of areas of application in day-to-day business, such as
- the premature termination of a planning contract,
- the provision of services as a successor planner to another planner,
- the flat-rate fee calculation with the simultaneous removal of some individual services from the service profiles or
- the repetition of individual services in the service phases.
The problem in practice to date has been that the "classic calculation table" - the so-called Steinfort table - is 30 years old and only relates to services for object planning in accordance with Section 15 of the old HOAI. There were no individual assessment tables for other planning areas.
This gap has been closed by the "Siemon tables", which are named after their author, Dipl.-Ing. and architect Klaus D. Siemon, publicly appointed and sworn expert for architects' fees and services. In contrast to the Steinfort table, the tables are not only up-to-date. They also enable individual assessment in the planning areas of structural design, technical equipment and planning of engineering structures/transport facilities. They are based on a large number of completed contracts and are empirically validated. And, very importantly, the individual valuation tables have been recognized by the Federal Supreme Court as a valuation standard.
